ABOUT THE ROLE

The Project Officer – Health Entrepreneurship will support the implementation of Amref’s Africa Health Collaborative(AHC) programme: Building a Resilient and Responsive Health Workforce Africa. This 4-year programme in partnership with the Mastercard Foundation, will be implemented in Kenya, Senegal and Zambia. The estimated ratio of health workers per population in Africa is 11.2 workers per 10,000 people, far below the World Health Organisation (WHO) recommended ratio of 44.5. It is estimated that the global shortage of health workers will increase from 12 to 18 million by 2030, translating to a shortage of six million health workers. Africa also has the world’s fastest growing population, which presents governments and policy makers with both opportunities and challenges to ensure sufficient livelihood opportunities for its young population. To address these challenges and accelerate the current Universal Health Coverage (UHC) gains, Amref is implementing this innovative, multi-country, multi-million-dollar programme with the ultimate goal of contributing to increased and sustainable job creation within primary health care (PHC) sectors across Africa. Reporting to the Project Manager, the Project Officer – Health Entrepreneurship will provide technical support during the implementation of the AHC programme’s health entrepreneurship pillar including stakeholder engagement for continued relevance and alignment of the programme interventions with the national and sub-national levels’ needs and priorities. She/he will coordinate, implement, and monitor health entrepreneurship initiatives. The officer will support planning, capacity building, business model development, research, while also fostering partnerships to ensure sustainable integration of entrepreneurship within PHC service delivery.

S/he will facilitate the assessment, training, identification of access to market opportunities and convening of ecosystem players to strengthen the primary healthcare health workforce, including Community Based Volunteers (CBVs).

PRINCIPAL RESPONSIBILITIES

Project Coordination & Implementation 

  • Co-ordinate and participate in design, planning and implementation of project activities in the county.
  • Participate in preparation of annual work plans and progress monthly, quarterly and annual reports relating to the project reports as per donor and organizational requirements.
  • Support project team in planning and implementation of entrepreneurship-related activities.
  • Liaise with other project officers to ensure harmonized implementation and reporting.
  • Work with partners and stakeholders to coordinate and supervise project activities.

Technical Support

  • Map relevant health entrepreneurship opportunities within implementation sites.
  • Support the development of training resources and capacity-building sessions.
  • Assist in designing, selecting, and implementing context-appropriate health entrepreneurship activities.
  • Support mentorship, coaching to CBVs and health entrepreneurs.
  • Facilitate linkages with private sector, financial institutions, and other relevant networks.
  • Participate in advocacy forums to strengthen the role of entrepreneurship in PHC.
  • Identify project risks and recommend interventions.

. Community Engagement 

  • Mobilize communities and stakeholders to adopt evidence-based entrepreneurial models.
  • Engage target groups (CBVs, youth, facility staff) in collaborative entrepreneurship activities.
  • Identify and strengthen partnerships with strategic actors.
  • Identify growth opportunities for scaling project interventions.

Financial Management

  • Support project implementation by taking activity advance, travel imprests and ensuring implementation as per the budget.
  • Support project work plan implementation for a healthy financial standing with acceptable financial performance and burn rate.
  • Ensure timely surrender of field activity advances and compliance to financial standard operating procedures (SOPs) and protocols.

Monitoring, Reporting and Evaluation

  • Support project M&E activities including report writing and uploading programme data on AIMs.
  • Assist in preparation and tracking of quarterly and annual budgets, and work plans.
  • Write project reports (monthly, quarterly and annually) as required by the donor and the organization.
  • Upload project data in AIMS on a monthly basis as required.
  • Provide day-to-day program updates and status reports as needed.
  • Support in the preparation of work plans, budgets, M&E plans and performance frameworks for the project.

Documentation and Knowledge management

  • Document and disseminate best practices and lessons learnt locally and internationally to influence policy and action.
  • Prepare technical monthly, quarterly, annual and ad hoc reports relating to the project as per donor requirements as well as for internal purposes.
