District Technical Coordinator

Job Overview

The District Technical Coordinator oversees and strengthens HIV/AIDS care, treatment, and prevention services across the district, ensuring the delivery of high-quality, client-centered care. This includes coordinating HIV testing, linkage to care, PrEP, PMTCT, CECAP, ART initiation, retention, viral suppression, and integration with services such as Advanced HIV Disease (AHD), Hepatitis, STIs, and NCDs. 

The coordinator provides technical leadership to a team of experts, ensuring that all activities are implemented according to the district work plan. The role involves technical oversight of project implementation in collaboration with R/CHMTs, HMTs, and project staff, promoting data-driven decision-making, supporting program reporting, and advising the Regional Program Manager on all matters related to HIV testing and prevention services; and clinical ART services. 

KEY RESPONSIBILITIES 

Clinical Services Delivery 

  • Lead and coordinate comprehensive HIV/AIDS care and treatment programs across the district, providing technical support and supervision to project and facility staff. 
  • Ensure effective management of the HIV clinical cascade, including case identification, adherence counseling, ART initiation, retention, and viral suppression, and prevention services. 
  • Manage and provide technical guidance on community-based HIV testing services, including linkage case management (LCM) and outreach programs. 
  • Facilitate integration of AHD, CD4 testing, hepatitis, STIs, and services integration into HIV care in accordance with national guidelines. 

 

 

  • Provide technical guidance on Differentiated Service Delivery Models (DSDMs), including same-day ART initiation, multi-month dispensing (3/6 months), and community ART refill. 
  • Conduct joint technical oversite and monitoring of project implementation with R/CHMT, donor and project staff to improve HIV clinical service quality. 
  • Develop and implement SOPs and job aids for healthcare providers in alignment with national guidelines. 
  • Coordinate capacity building of HCWs in the District as per National guidelines and donor guidance. 
  • Track, analyze, and report project performance, identify gaps, and implement strategies to achieve targets. 
  • Collaborate with regional authorities, stakeholders, other IPs, and CSOs to ensure harmonized delivery of HIV prevention services. 
  • Ensure high-quality data collection, cleaning, and timely reporting from district and facility levels to the central project office. 
  • Track facility performance on Continuous Quality Improvement (CQI) indicators and develop remediation plans for underperforming sites. 
  • Coordinate and participate in regional and district-level technical meetings, including CDC check-ins, to review progress and address challenges. 
  • Use program data to inform decision-making, service improvement, and documentation of best practices. 
  • Coordinate preparation of timely weekly, monthly, quarterly, and annual reports for project management, donors, and stakeholders. 
  • Coordinate preparation of weekly, monthly, quarterly, and annual work plan and budget for the district. 
  • Provide technical oversight for budget execution, resource allocation, and supply availability to ensure smooth program implementation.
