Role Summary
We are seeking a dedicated IT Project Manager to lead the planning and execution of mission-critical technology initiatives for our city. The Project Managers will be assigned to the Mental Hygiene vertical within the Bureau of Enterprise Technology Business Solutions. In this role, you will be responsible for delivering IT solutions that improve public services, enhance digital infrastructure, and streamline agency operations. You will work closely with department heads, technical teams, and external vendors to ensure projects are completed on time, within budget, and in full compliance with city standards.

Key Responsibilities
- Oversee the entire project lifecycle for city-wide IT initiatives, from initial feasibility studies to final implementation and post-launch support.
- Serve as the primary point of contact between technical staff and non-technical city agencies to ensure project goals align with public service needs.
- Develop and maintain detailed project plans, schedules, and resource allocations while managing multiple concurrent workstreams.
- Manage vendor relationships and performance, ensuring all deliverables meet the terms of city contracts and service level agreements (SLAs).
- Monitor project budgets closely, ensuring transparent and efficient use of public funds in accordance with municipal financial regulations.
- Identify potential project risks or bottlenecks early and implement mitigation strategies to keep city operations running smoothly.
- Facilitate regular stakeholder meetings and provide clear, concise status reports to executive leadership and oversight committees.
- Ensure all new systems and software deployments adhere to city cybersecurity policies, data privacy laws, and accessibility requirements.

Strong Desired Skills
- Bachelor’s degree in Information Technology, Project Management, Public Administration, or a closely related field.
- 5+ years of experience managing complex IT projects, preferably within the public sector or a highly regulated industry.
- Active PMP (Project Management Professional) certification or equivalent professional credential.
- Proven ability to lead cross-functional teams and manage projects involving various stakeholders with competing priorities.
- Strong understanding of government procurement processes, including RFPs (Request for Proposals) and contract management.
- Excellent written and verbal communication skills, with the ability to present technical information to elected officials and the public.
- Proficiency with project management software such as Microsoft Project, Jira, or Smartsheet.
- Demonstrated experience in risk management, budget tracking, and quality assurance.

Preferred Skills
- Familiarity with government-specific compliance standards (e.g., CJIS, HIPAA, or SOC2).
- Experience with cloud migration projects or large-scale ERP (Enterprise Resource Planning) implementations.
- Knowledge of Agile, Scrum, or Waterfall methodologies and how to apply them to government workflows.
