THE DIVISION:
The Pipeline and Commission Operations (PCO) division is responsible for scheduling, organizing, and running Review Session and Public Meetings of the City Planning Commission (CPC). The division advises the CPC, Chair, and DCP staff on the land use review process. PCO tracks land use applications through the Uniform Land Use Review Procedure (ULURP) and the non-ULURP process from filing to vote, reviews CPC reports on individual projects seeking approval, and maintains the agency’s Zoning Application Portal (ZAP) database that tracks and monitors land use applications. Work performed in PCO is highly deadline driven, detail oriented, and requires developing an in-depth knowledge of the City’s land use and public review processes. For these reasons, PCO is critical to the agency to ensure efficient and appropriate prioritization, review, approval, tracking, and reporting out on projects across the agency that serve to meet our housing and economic development goals, among others.

RESPONSIBILITIES:
PCO is seeking a highly motivated, detail-oriented individual to fill the Commission Secretary position. In this public-facing role, the Commission Secretary acts as a conduit between the members of the City Planning Commission and the Department of City Planning and has a variety of key responsibilities that support charter mandates and internal best practices related to the full pipeline of projects in public review for the Commission.

Specifically, responsibilities include:

- Run the CPC Public Meetings, in accordance with NYS Open Meetings Law and in coordination with PCO and Executive leadership, managing the flow of the calendar agenda, monitoring speaker times, facilitating zoom speakers and ensuring the recording and livestreaming of public meetings through audio/visual means with the assistance of the PCO AV Manager and PCO staff
- Participate in the management of preparation sessions for all public meetings, including assistance with logistical needs
- Prepare the City Planning Commission Calendar and Public Meeting Disposition sheets (records of attendance, votes and determinations) for all applications before the Commission on a bi-weekly basis for posting on the DCP website
- Maintain a list of speakers at all hearings in accordance with the Rules of the City of New York, Title 62: City Planning, Chapter 1: Practice and Procedure of the City Planning Commission
- Prepare and submit all appropriate notices of regular public hearings and special meetings in the City Record on a bi-weekly basis and ensure that land use participants are notified of the Calendar posting on the DCP website in a timely manner
- Collect and synthesize status information on projects that are in public review for the City Planning Commission, including maintenance of tentative hearing and vote date schedules
- Manage Commission communications, in coordination with PCO leadership, for meeting attendance to ensure quorum, EEO and Cybersecurity Training, tours, IT, Operations, and Human Capital needs
- Prepare the CPC’s weekly weekend packages
- Ensure that the City Planning Commission hearing room and ancillary space is properly maintained
- Assist during bi-weekly Project Readiness, Headquarters, Chair Briefings, and CPC Review Session meetings
- Assist division with other CPC materials and meeting related tasks as needed
