Position Summary:
The New York City Taxi and Limousine Commission (TLC) seeks a highly organized, collaborative, and execution-oriented Deputy Chief of Staff to join the Executive Office. Reporting to the Chief of Staff, the Deputy Chief of Staff plays a critical role in managing executive logistics, coordinating stakeholder engagement, and leading special projects that advance agency priorities.
This role serves as a central operational and relationship-management hub for the Executive Office ensuring that high-priority initiatives, external engagements, and cross-divisional efforts are well-coordinated, responsive, and delivered on time. The Deputy Chief of Staff will work closely with the Chief of Staff, Commissioner/Chair, and senior leadership to support effective decision-making, smooth daily operations, and strong internal and external collaboration in a fast-paced public-sector environment.
Key Responsibilities:
Executive Office Logistics & Coordination
- Manage and coordinate executive-level logistics, including preparation for Commissioner meetings, briefings, public appearances, and external engagements.
- Develop agendas, compile briefing materials, track action items, and follow up with divisions to ensure timely execution of decisions and commitments.
- Serve as a key point of coordination between the Executive Office and TLC divisions to support smooth information flow and operational alignment.
- Support the Chief of Staff in organizing executive priorities, tracking deadlines, and managing workflow across competing demands.
Stakeholder Engagement & External Relations
- Support and help manage relationships with key external stakeholders, including City Hall, City agencies (e.g., DOT, NYPD, DOF), elected officials, industry representatives, advocates, labor partners, and community organizations.
- Coordinate stakeholder meetings, listening sessions, and public-facing engagements, ensuring appropriate preparation, follow-up, and documentation.
- Draft correspondence, briefing notes, talking points, and background materials for executive engagement with external partners.
- Track stakeholder concerns, commitments, and follow-up actions, working with TLC divisions to ensure timely and thoughtful responses.
Special Projects & Cross-Functional Initiatives
- Lead and support special projects and time-limited initiatives assigned by the Chief of Staff and Commissioner, often spanning multiple TLC divisions.
- Manage project timelines and deliverables, and coordinate high-priority initiatives related to safety, worker protections, service quality, accessibility, regulatory modernization, or economic sustainability.
- Conduct research, synthesize information, and prepare clear summaries and recommendations on policy, operational, or regulatory issues.
- Support implementation of agency-wide initiatives by monitoring progress, identifying risks, and flagging issues requiring executive attention.
Policy, Communications & Internal Support
- Assist in the development of executive-level materials, including memos, presentations, reports, and responses to internal and external inquiries.
- Coordinate with policy, legal, communications, and operations staff to ensure materials are accurate, timely, and aligned with agency priorities.
- Help ensure consistent messaging and alignment across divisions on executive priorities and initiatives.
Organizational Effectiveness & Culture
- Support a positive Executive Office culture that emphasizes collaboration, accountability, transparency, and public service excellence.
- Help ensure that information shared with executive leadership is well-organized, accurate, and actionable.
- Contribute to the continuous improvement of Executive Office processes and systems.
Education & Experience Minimum Qualifications:
- Bachelor’s degree required; advanced degree in public policy, public administration, transportation, law, or related field preferred.
- Experience supporting senior leadership, managing complex logistics, or coordinating multi-stakeholder initiatives in a public-sector or regulated environment.
Skills & Competencies:
- Exceptional organizational and project-management skills, with strong attention to detail and follow-through.
- Strong written and verbal communication skills, with the ability to prepare concise executive-level materials.
- Relationship-oriented professional with the ability to build trust and work effectively with diverse internal and external stakeholders.
- Ability to manage multiple priorities under tight deadlines in a fast-paced environment.
- Sound judgment, discretion, and professionalism when handling sensitive or high-visibility matters.
- Proficiency in Microsoft Office (Excel, PowerPoint, Word); strong presentation and facilitation skills preferred
