The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

About the Division: The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support to carry out their missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget of $140M. Services include real estate, facilities and custodial management, construction, occupational safety, operations, security, transportation, and more.

The Administration for Children's Services (ACS) seeks qualified applicants for the position of Construction Project Manager to play a critical role in the Office of Real Estate, Design + Construction Facilities Management. Currently, the Office of Real Estate, Design + Construction Facilities Management, within the Division of Administration, manages building repairs, maintenance and capital upgrades for a variety of programmatic facilities within ACS' purview including detention centers and various field/office locations throughout the five boroughs of NYC.

Under general supervision of the Executive Director of Construction Management, the Construction Project Manager level 1, will perform construction management work and/or initiate and supervise work in the construction field including overseeing rehabilitation projects or assisting in overseeing routine reconstruction projects; perform difficult technical work in determining the need for and feasibility of construction work; oversee private contractors/vendors carrying out new construction. rehabilitation, repairs, alterations and/or structural maintenance work. Typical responsibilities include:

- Inspect buildings, structures and grounds at regular intervals to ascertain rehabilitation/maintenance needs with regard to construction, equipment and materials. Determines the work required and method(s) to be utilized. Recommends priorities. Monitor work in progress by staff and/or by contractors. Report all hazardous conditions.

- Identify problems in construction and seeks their resolution.

- Prepare. shop orders, scope of work, routine specifications and cost estimates.

- Monitor Trades person / contractors' day to day operations. Reviews and/or inspects Trades person / contractors' work and contract administration for compliance with plans and -contract specifications, prevailing wage requirements. Site safety requirements, insurance requirements, and the City's vendor outreach programs; ensures contractors' acquisition of required permits and approvals.

- Accept Trades persons / contractors' submissions of subcontractors for approval and ensures agency's review. Formally evaluates performance of Trades persons / contractors, reporting on discrepancies and/or unsatisfactory performance. When appropriate, issues field memorandum to contractors to enforce contract compliance issues; may order contractors to stop work due to site conditions or non-compliance with contracts; makes recommendations regarding necessity for liquidated damages and other contract enforcement mechanisms, including default.

- Ensure the formulation of punch lists and contractors' completion of punch list items; monitors time expenditures and overtime; reviews and recommends approval of contractors' requests for time extensions. Reviews for approval materials used by contractor.

- Approve contractors' coordination of schedule, and/or coordinate scheduling. Coordinates work of various contractors. trades. agencies and entities to expedite the. work and minimize interference with the building's functioning.

- Schedule and runs construction related meetings. Resolve differences between inspectors and contractors/vendors. Works with the architect-or engineer of record regarding change orders, interpretation of documents, shop drawing approvals, and other architectural and engineering related issues. Recommend issuance of change orders to comply with changing field conditions or specification/drawing errors and/or omissions; upon approval of recommendation, prepares change orders. Reviews and approves other contract changes in accordance with citywide procedures.

- Review and approve contractors' payments and requisitions submitted by contractors. Maintenance contract files and written records of job history, type, responsibility and progress. Uses computer to maintain files and to generate reports, correspondence and other paperwork.

- Investigate and advise the agency concerning contract disputes, and appeals on rejection of equipment, materials or workmanship; compiles contract and project documentation bearing on these dispute claims.

- Act as liaison with the community and members of the public. Prepares-reports and correspondence for approval in dealings with contractors and the public etc. In the event of any unlawful activity on the construction site, acts as the City's representative in the filing of complaints with the Police Department or other agencies.

- Provide technical assistance to Property Managers.

- May oversee the work of consultant resident engineers and construction managers; and of consultant design personnel providing construction support services.

- May supervise staff performing duties such asbestos removal, lead abatement or work involving removal or encapsulation of lead contained in or on any surface.

- Keep detailed work/job records, as required.

- Ensure all projects are conducted and completed in compliance with NYC Building Code, Energy Code, and all regulations in accordance with Department of Environmental Protection and the New York Fire Department (FDNY).

- Support Executive Director in the day-to-day operations and oversight of staff and projects. Fulfills role of Deputy Executive Director in their absence
