NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF’s Tax Policy & Data Analytics Division reviews, analyzes, and evaluates existing and proposed policies and legislation that affect the Department of Finance and New York City in general. This includes analyzing the revenue and distributional impacts of proposed changes to the tax system, monitoring and reporting on tax and parking revenues, working with local and state public agencies and private sector interests to promote improved tax administration, and advising the commissioner, Executive Office, and the New York City Office of Management and Budget on revenue and budgetary issues. The Tax Policy and Data Analytics Division is also responsible for all modeling and data mining for DOF’s Audit Division. Tax Policy also prepares briefing and position papers on tax policy and issues a variety of public reports and newsletters on tax-related issues.

Tax Policy is seeking an Executive Director to oversee critical research including but not limited to topics including personal income tax, business income tax, excise taxes who displays strong quantitative economic and fiscal research skills to develop estimates and forecasts based on complex programming and data analysis.

Reporting to the Deputy Commissioner, the selected candidate’s duties and responsibilities will include, but are not limited to:

- Lead on the development and manage modeling of distributional and fiscal impacts of policy proposals related to PIT, BIT, and excise taxes.
- Supervise long-term research, including the gig economy and PIT migration.
- Direct creation and publication of multiple weekly, monthly, quarterly, and annual statistical reports related to the above taxes.
- Manage infrastructure development for policy analysis, including but not limited to the creation of various baseline files by tax type that are of key importance for distribution and fiscal impact projects of the Division.
- Manage the creation and publication of multiple weekly, monthly, quarterly, and annual statistical reports related to the above taxes. Provide oversight Quality Control to reports produced by other areas of the Division.
- Supervise three Directors in the PIT & Long-Term Research, BIT Research, and Excise Tax Research units.
- Direct the creation of presentations and summaries that cogently explain research for Divisional and Agency leadership.
- Calculate class share and tax rates and prepare presentation for senior management.
- Further expand the Division's analytical capabilities by developing new avenues of research in each of the above tax types.
- Keep up to date with ongoing trends in data analysis, data science and data dissemination along with potential new policies and legislative priorities that would impact the Division.
- Work closely with the Commissioner, First Deputy Commissioner, and Deputy Commissioner for TPDA.
- Where necessary, work with the national tax research community through the Federation of Tax Administrators, the Northeastern State Tax Officials Association, and contacts in other states.
- Work closely with the Commissioner, First Deputy Commissioner, and Deputy Commissioner and provide regular, time sensitive briefings on various policy matters.

This position will require employees to have access to Federal Tax Information (FTI) and is subject to an additional background investigation before appointment. The candidate(s) will be required to pass the FTI background investigation as a term and condition of employment.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.
