Job Overview

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Office of the Chief Operating Officer (COO) is comprised of Human Capital Management (HCM), Information Technology (IT), Support Services, and Geographic Information Systems (GIS). The Office of the COO is focused on implementing agency initiatives and strategies into daily operations to meet agency objectives and goals.

The Human Capital Management (HCM) unit coordinates all aspects of employee relations and organizational structure, which includes but is not limited to the areas of talent management, employee relations, payroll and timekeeping, benefits, HRIS and analytics, HR compliance, change management, organizational and performance management.

The Human Capital Data Specialist is responsible for supporting HCM’s data integrity, data process improvement, and reporting functions. This role will generate ad hoc and scheduled reports and analytics across all Human Capital areas including recruitment; retention, and turnover; performance; and workforce planning, often integrating data from disparate systems. This individual will be the front line for responding to data requests from within HCM as well as from other divisions within the agency and executive leadership. A key goal of the position is to establish strong HCM data protocols, including data quality assurance, process improvement, and documentation to ensure consistent, accurate data.

The Specialist’s responsibilities may include, but will not be limited to, the following:
Produce regular and ad-hoc reports using available data sources to comply with local laws, Citywide requirements, internal data cycles and other needs;
Develop new reporting and analytics solutions, and develop and document best practices around HCM data collection, maintenance, reporting, and sharing;
Configure reports and automations in the HCM Vacancy Tracker and other trackers built in Airtable; develop a high-level user guide for our Airtable trackers.
Maintain data integrity in our HRIS; develop data QA protocols and standard operating procedures;
Perform data reconciliation where necessary and develop new methods for improving accuracy and efficiency where appropriate;
Develop data QA protocols and standard operating procedures; run regular QA checks from internal systems as well as City systems such as CHRMS and NYCAPS;
Research new COTS HRIS including gathering user requirements and developing analysis to reach a recommendation;
Maintain and enhance agency-wide, executive, and other organizational charts and visualizations;
Develop visualizations and user interfaces such as dashboards using Power BI;
This position will require regular data entry.

**PLEASE NOTE THE FOLLOWING:

As part of NYCEM's emergency response mission, this position participates on an Emergency Operations Center (EOC) team. During emergency activations, team members may be required to work evenings, weekends, holidays, or extended shifts in support of City response operations. Outside of activations, EOC members participate in periodic training and exercises to maintain operational readiness, and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

Funding – This position is supported with a federal Emergency Management Performance Grant (EMPG) through 9/30/2026 with the possibility of an extension; the employee will be responsible for training requirements associated with this grant.

Candidates must be authorized to work in the United States without employer support to be eligible for selection. Note that NYCEM does not participate in eVerify, which is required for the reauthorization of some visas.

The selected candidate will be required to be in person in the office location three days per week, with exceptions for extenuating circumstances.

PREFERRED SKILLS

Demonstrated ability to communicate information clearly and effectively in writing and verbally in order to build collaborative relationships across teams;
Demonstrated ability to identify problems, recommend practical solutions, and work independently while collaborating with others when appropriate;
Experience with project management, driving projects, tracking progress, and seeing tasks to completion;
Excellent analytical skills and attention to detail to ensure accuracy;
Comfort working with and analyzing large sets of data and presenting results that tell a clear and compelling story;
Demonstrated experience working with relational databases and familiarity with relational database design; specific experience using human resource management systems (HRIS) is a plus;
Advanced proficiency using Excel functions such as Pivot Tables, XLOOKUP, filtering, formulas, and data analysis;
Experience with data visualization tools including Power BI;
Experience with Visio
Ability to prioritize multiple assignments, adapt to changing priorities, and meet established deadlines during routine operations and emergency activations;
Demonstrated interest in learning and applying evolving human capital technologies, policies, and best practices;
Familiarity with NYCAPS and CHRMS, strongly preferred;
Experience with human resources processes.
