Fiscal and Grants Analyst

Job Overview

Position Summary 

The MDO Fiscal and Grants Analyst serves a primary fiscal advisory, applying a seasoned professional background to research financial needs, develop budgets, prepare and analyze reports, and plan and review financial operations. Fiscal and grants analysts are responsible for interpreting, communicating, and managing appropriations; assisting, guiding, and teaching program managers operating budgets and budgeting/financial rules and guidelines. It is expected that fiscal and grant analysts work with autonomy and independence while still under the supervision of the MDO Director of Finance. MDO Fiscal and grants Analysts will provide support to MDO, Office of Sustainability, Office of Arts and Culture, as well as any other department/office deemed to be a good fiscal administrative fit with the MDO.  

 

Essential Functions 

Duties include but are not limited to: 

  • Manages, controls and monitors divisional and office-wide budgeting or fiscal processes 

  • Support and guide program managers through the budgeting process and other financial operations 

  • Analyze appropriations allocations to determine opportunities for re-alignment or greater efficiency or responsiveness 

  • Collaborate with program managers to identify budgeting opportunities and ensure proper budget and fiscal planning and efficient use of available resources 

  • Work MDO Director of Finance to adapt budgets for changes in governing regulation, program requirements, or shifting priorities 

  • Monitor and evaluate fiscal operations for effectiveness 

  • Monitor and maintain financial documentation  

  • Develop and implement new internal procedures or practices to improve efficiency, documentation, or adherence to rules and regulations. 

  • Performs additional related work as required.  

 

Additional duties are specifically related to grants management and grants analysis: 

  • Coordinate with operational program managers to record and process notice of grant awards 

  • Manage the grant appropriation process in City accounting systems 

  • Monitor grant expenditures and provide regular reports to operational program managers 

  • Assist in preparing quarterly and annual reporting to funders, program partners, and internal fiscal partners 

  • Assist in preparing annual grants budgets for annual operating budget cycle 

  • Assist with responding to internal and external audit investigations 

 

MDO anticipated to fill 4 to 5 fiscal and grant analyst positions, all will be cross-trained on operating and grants but will have a primary focus on one vs. the other area. Position will report to MDO Director of Finance. 

 

Of note, not only does MDO serve to provide operating support to numerous other operating departments (e.g. OHS, DHCD, DHS/OCF, CEO), it also is the lead grant agency for certain citywide efforts in the past (e.g. COVID/CARES, public assistance grants for declared emergencies) .

  • Understanding of government accounting 

  • Understanding of public sector grants management 

  • Ability to learn new policies and procedures unique to the City of Philadelphia 

  • Ability to translate or cross-walk between finance and operations
